BallotPoint Election Services provides the internet, telephone, mail, and on-site balloting tools for an organization—whether a union, association, or governmental agency—to conduct elections by telephone, internet, mail, and onsite using the infrastructure developed, implemented, and maintained by CCComplete at its Portland, OR facilities. At the same time, election officials retain full responsibility for and control over the election process.

The BallotPoint voting system has been owned and operated by CCComplete as a commercial service since its inception in 2000.

Our system incorporates an election process and methodology developed and standardized across 20+ years of providing election services to labor unions—governed by the Labor-Management Reporting and Disclosure Act of 1959 (LMRDA)—and other organizations, as well as three Federal Agencies.

We provide the hardware infrastructure and software applications to conduct your elections.
We administer your elections or will train you to conduct elections on your schedule.
You decide how elections are conducted—whether by mail, telephone, internet, on-site, or a combination.
You retain the oversight and authority over the conduct of the election process in accordance with your established policies and practices.

Controls are in place to avoid multiple votes from a single voter.

All paper and e-ballots are combined to produce a common tally report.

Printing & Mailing

Documents are a key aspect to any election. At BallotPoint we have an established online document review and approval process that is directly integrated with the ballot printing and mailing process.

Online document-approval triggers the delivery of the voting roster and document templates from BallotPoint to our union printing/mailing partner—Allied Union Services. With minimal interaction by you, ballot documents are created, printed and mailed on the date you specify. You are always kept informed of the printing/mailing progress by automated emails sent from BallotPoint.

BallotPoint has been delivering voter-packets through our seamless interface to Allied since 2005 and has eliminated the iterative errors, typical in election processes used by other election service providers.

Just a few days after document-approval, voter packets are in the mail-stream bound for your members. From under a hundred to over 250,000—no job is too small or large.

Voter packets are loaded onto pallets destined for USPS distribution centers around the country. This packaging reduces delivery time and postage costs.

Voter notifications ready for delivery by the US Postal Service—an LMRDA requirement for all union representation elections.

Security

General
We subject our system to security audits to assure our voting system is hackproof from both authorized and unauthorized actors.
All access to our servers requires an HTTPS connection, meaning all data between your browser and our servers is encrypted.
Our https connection uses an Extended Verification SSL certificate. You should always see green in your browser address bar to ensure you are at the BallotPoint website.

Hardware
Our equipment is secured in a tier-IV co-location facility.
Electronic cardkeys, palm-scanners, locked cages, locked cabinets and cameras secure physical access to our equipment.
RAID computers, redundant power supplies, battery backup and diesel generators ensure 99.999% up-time.
Redundant DOD-grade firewalls assure there is no unauthorized access to our systems.

Software
Current BallotPoint engineers have written 100% of the BallotPoint software. Not one line of our voting software has ever been outsourced or written by someone other than current employees.
We meet W3C (World Wide Web Consortium) coding standards to assure our software runs correctly on all W3C-compliant browsers.
There are no scripting errors that could cause our system to be exposed to potential security risks.
